Insurance Lead Generation for Agents

Two ways to fill your pipeline: buy leads from a vendor that runs the marketing, or generate them yourself. What each costs, how long it takes, and the consent rules that apply to both.

What is insurance lead generation?

Insurance lead generation is how agents find people who want an insurance quote and have agreed to be contacted. There are two ways to do it: buy leads from a vendor that runs the marketing and captures the consent, or generate them through your own referrals, website and ads. Buying costs money and saves time; generating your own costs time and gives you control.

  • Exclusive real-time web leads: $35–$125 per lead, sold to one agent
  • Interest-verified live transfers: $90–$300 per connected call
  • Aged leads from $0.25, with no minimum spend
  • Fresh campaigns: first leads within days, full volume in 2–4 weeks

Buy Leads or Generate Your Own?

The choice comes down to what you have more of: budget or time.

Buying leads trades money for time. A vendor runs the ads, captures the consent and hands you a prospect, so your hours go into calls rather than marketing. Generating your own trades time for control: you build the channels, own the relationships and pay no per-lead price, but nothing arrives until those channels work. The two are not exclusive, and our guide to buying leads versus generating your own works through the full cost and time comparison.

What Bought Insurance Leads Cost

Prices depend on the line and the format. Across the 10 lines on our rate card, an exclusive real-time web lead runs $35–$125, an interest-verified live transfer $90–$300 per connected call, and aged leads start at $0.25 for records more than a year old. Every line and format is priced on our pricing page.

Fresh exclusive orders launch at $2,500: one invoice covering a $500 campaign build plus $2,000 in leads, because no fresh lead exists until a campaign is built for you. Live transfers launch at $3,000. Aged leads carry no minimum spend, since those records already exist. If you would rather skip the dialing, preset appointments put a booked call on your calendar instead.

How InsureLeads Generates Leads for Agents

InsureLeads is an insurance lead generation company that keeps no shelf of fresh leads. Every exclusive order starts a campaign built for one buyer’s line and states: the funnel, the consent capture, the targeting and the routing are configured for you, and each lead reaches you seconds after the consumer submits the form.

The consumers come from two kinds of traffic: people who find our insurance content on Google while researching coverage, and search and social campaigns we run for each campaign client. Every web lead passes through one of our landing pages, where the consent language is recorded with a TrustedForm or Jornaya certificate at the moment of submission. Aged records are sold separately and labelled by age, never as fresh. The channel detail is on how we source leads.

Two protections come with every order. If we cannot fulfil it, unused lead credit is refundable, and leads with verified defects (a disconnected number, the wrong person, a duplicate, a missing consent record) are replaced or credited under our replacement policy. The order-to-delivery sequence is on how buying leads works, and agents who want the campaign under their own brand can run it on their own landing page with custom lead campaigns.

How to Generate Insurance Leads Yourself

Generating your own leads means building the same machinery a vendor runs: a way to reach people, a page or conversation where they ask for a quote, a record of their consent, and fast follow-up. The usual channels:

  • Referrals from clients you already insure, which cost nothing but time.
  • Your own website and local search presence, so people near you who search for coverage find you.
  • Paid search and social ads pointed at a landing page you control, with consent language on the form.
  • Community events, partnerships and networking.

We cover seven no-cost methods in how to get free insurance leads. If you want an owned channel without building it yourself, we build SEO websites for agents from $1,500.

Whichever channel you build, the calls you make to the leads it produces fall under the same consent rules as bought leads.

Yes. Generating and buying leads is legal; what the law regulates is how you contact them. Under the FCC’s TCPA rules, a telemarketing call to a wireless number that uses an autodialer or an artificial or prerecorded voice needs the consumer’s prior express written consent (47 C.F.R. § 64.1200(a)(2)).

The rule defines that consent as “an agreement, in writing, bearing the signature of the person called that clearly authorizes the seller to deliver or cause to be delivered to the person called advertisements or telemarketing messages using an automatic telephone dialing system or an artificial or prerecorded voice, and the telephone number to which the signatory authorizes such advertisements or telemarketing messages to be delivered” (§ 64.1200(f)(9)). For a lead buyer the word that matters is seller: the consent has to authorize the business that calls.

You may still read that a “one-to-one consent” rule limits consent to a single seller. The FCC adopted that restriction in 2023, but the Eleventh Circuit vacated it on January 24, 2025, finding the FCC had “impermissibly exceeded its statutory authority” (Insurance Marketing Coalition v. FCC). Our glossary entry on the one-to-one rule has the history.

In practice: keep the consent record for every lead you call, and ask any vendor for the certificate behind a lead before you dial it. We can produce the consent record for any lead you question, and our TCPA compliance guide covers the rest. This is general information, not legal advice.

Questions Agents Ask

Two ways. They buy them from a lead vendor (exclusive web leads, live transfers, aged leads or booked appointments), or they generate them through referrals, their own website and their own ads. Buying starts faster; generating your own costs time instead of money.

On our rate card, exclusive real-time web leads cost $35–$125 each and interest-verified live transfers $90–$300 per connected call, depending on the line; aged leads start at $0.25. Fresh exclusive orders launch at $2,500 and live transfers at $3,000; aged leads carry no minimum spend. Generating your own costs your time plus ad spend. See /pricing for every line.

No. Generating and buying leads is legal; the TCPA regulates how you call them. A telemarketing call to a wireless number made with an autodialer or a prerecorded voice needs the consumer’s prior express written consent, and that consent has to authorize the seller that calls (47 C.F.R. § 64.1200). The FCC’s 2023 one-to-one consent rule is not in force: the Eleventh Circuit vacated it on January 24, 2025. This is general information, not legal advice.

The one that fits your time and budget. If you have budget and can call new leads quickly, exclusive web leads; if you would rather talk than dial, live transfers; if you can dial volume on a small budget, aged leads; if you have time to build, referrals and your own website. You can run a bought source while you build your own.

A fresh exclusive campaign delivers first leads within days, full volume in 2–4 weeks, and each lead reaches you seconds after the consumer submits the form. Aged leads are delivered immediately on purchase.

No. No lead product requires a contract. The first order carries a minimum because it pays for the campaign built for you, and unused lead credit is refundable if we cannot fulfil the order.
